Cullman City School Board sets FY2024 budget

CULLMAN, Ala. – The Cullman City School Board on Monday, Sept. 11, passed its budget for the 2024 fiscal year. Total revenue for the 2024 fiscal year is $46,625,309.

Chief School Finance and Operations Officer James Brumley said the system will receive $21,981,742 (46.76% of the budget) from the State, $18,388,475 (39.11% of the budget) from local taxes and $6,255,092 (13.31%) from federal funding. Local funding sources include city sales tax ($5.5 million), county sales tax ($2 million) and ad valorem tax ($7.46 million).

Capital projects:

  • Cullman Middle School (CMS): Contracts budgeted for $25,383,201; however, only $12,284,000 of the total amount is budgeted for the 2024 fiscal year. The remaining amount will roll over to the 2025 fiscal year
  • Cullman Primary School (CCPS): Contracts budgeted for $14,108,228; however, only $2,974,800 is budgeted for the 2024 fiscal year
  • Cullman Intermediate School: Estimated at $23.8 million, with $5 million of that amount budgeted for the 2024 fiscal year; the remaining amount will roll over to the 2025 fiscal year
  • Cullman High School (CHS) STEM addition: Estimated at $8.025 million, with $5 million of that amount budgeted for the 2024 fiscal year; the remaining amount will roll over to the 2025 fiscal year

Brumley said the State has mandated a 2% raise for all employees and a minimum hourly wage for support positions of $15. According to Brumley, that amounts to a $350,000 increase in salaries and fringes for the school system, and it is not fully funded by the Alabama Legislature.

There is also a state-mandated nurse salary schedule increase. He said the total cost of nurse salary and fringes is $519,817, total State allocation for nurses is  $313,435 and the total not funded by the Legislature is $206,382.

There is also a state-mandated $1,000 stipend for Special Education & Speech. The total cost is $30,000 and the total allocation from the State is $16,940, with a total not funded by the Legislature of $13,120.

Brumley reported a funding allocation of $1,585,281 for advancement and technology. He said these funds will go toward remaining maintenance building construction, CHS security cameras and intercoms, CCPS fire alarms, laptop refreshes for the teachers, buses, property insurance and capital projects.
