CULLMAN, Ala. – The Cullman City Council on Monday evening approved a contract with CDG Engineers and Associates for construction engineering and inspection services for the resurfacing of West Main Avenue Southwest from Highway 278 to Highway 69. The City approved an agreement with the Alabama Department of Transportation in April for resurfacing and restriping of the roadway.
The council in late June awarded a contract to resurface and restripe to Good Hope Contracting Co. Inc in the amount of $2,259,483.61.
According to Mayor Woody Jacobs, the city will pay approximately $200,000, with an Alabama Department of Transportation grant providing the majority of funds.
According to ALDOT, the entire two-mile project is expected to cost approximately $4 million.
The council also approved a change to its contract with Pipeworks Plus Inc., adding $362,343.50 to the total for 8” sanitary sewer replacement and relocation along Oak Street Northeast. The City originally awarded the bid for the Derby Creek sewer rehabilitation project to Pipeworks in the amount of $4,475,246. On the recommendation of Project Engineer David Haynes from St. John & Associates Inc., the City increased the total project cost to $5,123,739.50, because the availability of extra funding made possible an extension of the project beyond what was originally planned.
Other council business
The council approved a bid from Consolidated Pipe and Supply Company Inc., in the amount of $33,870 for ductile iron pipe. The City invited bids and received the following:

The council approved a request from Sanitation Superintendent Sam Dillender to purchase two knuckle boom trucks and one leaf vacuum truck from Ingram Equipment Company Inc. in the amount of $531,342.39.
The council approved a request from Osaka Japanese Steakhouse, 1302 Second Ave. SW for a restaurant alcohol license.
Special events
The council approved special event requests from:
- Chris Chambers of Chambers Farm & Garden Supply for a fall festival and Customer Appreciation Day on McNabb Drive SW on Saturday, September 25, 2021 from 9 a.m. until 3 p.m. According to the application, the event will include a DJ, food truck, cheerleaders and craft vendors.
- Rita Dean of Platform for a Warehouse District block party on Saturday, August 13, 2021 from 6 a.m. – 9 p.m. in the Warehouse District block on 1st Avenue Northeast. According to the application the event will feature food vendors, games and “special deals for shoppers.”
Public hearing set
The council set a public hearing for its August 9 meeting to consider a 772 agreement with Rock the South LLC. Such an agreement, made under Alabama Constitution Amendment 772, allows a city to “Lend its credit to or grant public funds and things of value in aid of or to any individual, firm, corporation, or other business entity, public or private, for the purpose of promoting the economic and industrial development of the county or the municipality,” as well as to sell, purchase, convey or improve property on behalf of entities contributing to economic development.
The council already approved one resolution for a 772 agreement with Rock the South in June, authorizing the city to provide police and fire services, as well as a water tank truck for the event in August, to help keep down dust at the venue and preserve air quality for guests.
The Cullman City Council typically meets at 7 p.m. on the second and fourth Monday evenings of each month in the City Hall auditorium. The public is invited to attend.
