Cullman council lays out plan for fuel tax-funded street projects

CULLMAN, Ala. – The Cullman City Council on Monday evening adopted a transportation improvement plan for fiscal year 2021 based on anticipated funding from the Rebuild Alabama Act fuel tax.

According to the resolution, “The Rebuild Alabama Act provides for an allocation among the municipalities of the state on the basis of the ratio of population of each municipality to the total population of all municipalities of the state a portion of the additional taxes levied under the Act to be used for transportation infrastructure, improvement, preservation and maintenance.”

The Rebuild Alabama Act requires that each municipality adopt an annual transportation plan no later than Aug. 31, and provide a detailed list of projects for which expenditures are intended to be made in the next fiscal year, based upon an estimate of the revenues anticipated from the fund. These funds can only be used only for “maintenance, improvement, replacement, and construction of roads and bridges maintained by the City of Cullman, Alabama, and such other uses as are defined in the Act.”

The council estimated that its anticipated allocation from the fund for FY 2021 will be approximately $112,328.51; that amount will increase in succeeding years. Proposed projects for 2021 include: 

  • Resurfacing of Main Avenue West from Alabama Highway 69 to U.S. Highway 278 
  • Resurfacing of Third Avenue East from U.S. Highway 278 to 16th Street Southeast
  • Resurfacing of Arnold Street from Main Avenue Northwest to Fourth Avenue Northeast 
  • Resurfacing of St. Joseph Drive Northwest from Main Avenue Northwest to Rosemont Avenue Northwest
  • Resurfacing of First Avenue Southwest from Ninth Street Southwest to King Edward Street Southwest
  • Resurfacing of Graham Street Southwest from Alabama Highway 69 to Main Avenue Southwest 
  • Resurfacing of Logan Street Southwest from Main Avenue Southwest to Logan Avenue Southwest

 

Contract approved with local RV center

The council approved a resolution authorizing the mayor to contract inventory, service and advertising services for the City’s upcoming RV park from Decatur-based Johnston Sales, LLC, doing business at locations in Decatur and Cullman as Johnston RV Center. Johnston was the only bidder, and will supply inventory of commonly sought RV equipment and parts to the park, and offer RV service at a contracted 20% markup.

According to information provided to The Tribune, the RV service will:

  • Provide all RV and camping inventory requested by the City
  • Perform same-day delivery on inventory requested
  • Set up and maintain a retail area in the park’s camp store for inventory approved by City
  • Allow seasonal item exchange at no charge
  • Provide onsite RV service limited to business hours of operation
  • Set up and maintain an outdoor display area approved by the City
  • Pay to the City 1/2% commission monthly on all sales and service charges at the RV park

Other council business

The council voted to: 

  • Remove from the agenda a resolution offering a new small cell technology facility ordinance
  • Renew AirMed emergency flight services for City employees and their families
  • Grant a franchise to cable television provider Spectrum Southeast, LLC
  • Annex multiple properties into the city

 

The council also set public hearings for Sept. 14 for requests to rezone the Ellsworth (off Main Avenue Southwest) and Shadowbrook (off East Hanceville Road Southeast) subdivisions from agricultural zones to residential (R-2, moderate density single family dwellings).

The Cullman City Council meets next at 7 p.m. Monday, Aug. 31, 2020 in the Cullman City Hall auditorium. The public is invited to attend.
