City signs off on access road project, recognizes local athletes

CULLMAN, Ala. – The Cullman City Council put its official stamp of approval on the construction of an industrial access road between County Road 222 and the North Alabama Fabricating Company (NAFCO), including grading, drain, base and paving. The City is working with Cullman County and the Cullman Economic Development Agency on the project, made possible because NAFCO recently received an industrial access road grant for $324,000 through the Alabama Department of Transportation’s (ALDOT) Industrial Access Road and Bridge Committee.

The City of Cullman is not putting any money into the project for construction, but it will be responsible for maintaining the road in the future. Mayor Woody Jacobs and Council President Jenny Folsom believe the access road will make County Road 222 much safer for businesses and residents alike.

Early in Monday night’s meeting the council also took the time to recognize a group of local athletes. Cullman Parks, Recreation and Sports Tourism’s 12U All-Star Softball Team was recognized after winning this year’s USSSA Softball Peaches Division State Championship. Most of the team’s members were in attendance and they received a plaque from the council as well as a Resolution of Congratulations from the City.

Property rezoning

The council held hearings for two applications to rezone properties in the city:

  • Ordinance No. 2019-23 to rezone property belonging to Terri and Brian Holmes, located at 213 Main Ave. NW, from Residential District to CBD Central Business District. The property, which contains a house, is located in an area with a mix of existing residences and businesses. After a public hearing, the council held a first reading of the ordinance without taking action.
  • Ordinance No. 2019-24 to rezone property located at 1644 John H. Cooper Drive SE from M-1 Manufacturing District to B-2 Business District.  The building located at the site is already being used as a business location by Backstage Venues, LLC. After a public hearing, the council held a first reading of the ordinance without taking action.

The council approved two requests:

  • from Sarah Walker of the American Heart Association to hold a fundraiser in Depot Park on Nov. 16, 2019 from 9-11 a.m. The event will include a 5K run/walk, survivors’ walk around Depot Park, kids’ games, health screenings and other activities in the park.
  • from Wastewater Treatment Plant Superintendent Jeff Adams to purchase a Grizzly OHV Smart Flow Bug Sprayer from Clarke in an amount not to exceed $11,000. The Grizzly is a programmable ultra-low volume unit that can help the plant deal with the ongoing issue of flies at the plant and in surrounding neighborhoods.

Resolutions for the city street department

The council passed the following resolutions for materials and services on behalf of the City of Cullman Street Department:

  • Resolution No. 2019 – 72, to award the bid for the furnishing and laying of hot mix to Good Hope Contracting, Inc. McCartney Construction Company of Gadsden, Reed Contracting, Inc. of Huntsville and Wiregrass Construction Company, Inc. of Guntersville were also listed as notified, but Good Hope Contracting was the only one to submit a bid. The amount was not listed.
  • Resolution No. 2019 – 73, to award the bid for hot mix and cold mix paving materials to Good Hope Contracting, Inc. The same group of potential suppliers was invited as in the resolution above, but again Good Hope Contracting was listed as the only bidder. The amount was not listed.
  • Resolution No. 2019 – 74, to award the bid for the milling of existing pavement to Kelly Construction, Inc. Good Hope Contracting, Inc. of Cullman submitted a higher bid. McCartney Construction Company of Gadsden, Mill It Up, Inc. of Warrior, Reed Contracting, Inc. of Huntsville and Wiregrass Construction Company, Inc. and Guntersville were notified but did not submit bids. 
  • Resolution No. 2019 -76, to authorize the Mayor to sign the agreements related to the relocation of water and sewer lines for the expansion of Alabama Highway 157.

Property annexations

The council gave a first reading for Ordinance No. 2019-25 but did not take action and moved the item to the next meeting’s agenda; however, it did suspend the rules of order to vote on and adopt Ordinance No. 2019-26.

  • Ordinance No. 2019-25 to annex property owned by Minuteman Construction, Inc. at and near 438 CR 702 near the Fox Meadow subdivision into the city limits of Cullman as R-2 Residential District.  The request received a favorable recommendation from the City of Cullman Planning Commission.
  • Ordinance No. 2019-26 to annex two parcels of land owned by Del Bales on Amy Lane at the southern end of the Hill Meadow subdivision on the city’s northwest side into the city limits of Cullman as R-1 Residential District. These are lots one and two of a planned addition to the subdivision, and the request received a favorable recommendation from the City of Cullman Planning Commission.
