Cullman Council OKs rezoning requests near Rusken, Yutaka; Eva Road Bridge contract awarded

CULLMAN – On Monday evening, the Cullman City Council had an agenda full of plans to expand city boundaries and local industry, update utility services and promote community events.

The council approved two rezoning requests:

  • to rezone property owned by Rusken Packaging, Inc. located at Brantley Avenue, and adjacent property owned by the Industrial Development Board from B-2 Business District to M-1 Manufacturing District.
  • to rezone property owned by the Industrial Development Board, located adjacent to Yutaka at Industrial Park V from B-2 Business District to M-1 Manufacturing District.

The rezoning of these properties opens the door for future expansion by both companies, although the City could not confirm plans by either to do so at this time.

The council also approved:

  • an agreement under State Constitution Amendment 772 with Technology Village, that will allow the City to provide public funds, space, equipment and an employee to the private entity, since the Technology Village is deemed to provide a public service that will benefit local business and economy.
  • Ordinance No. 2018-43 to adopt a wastewater sewer ordinance, that updates and replaces portions of the existing 1980s-era ordinance to comply with the current generation of EPA regulations.
  • Resolution No. 2018-79 to accept from FEMA a $266,991 Assistance to Firefighters Grant (AFG) Award for breathing airpacks and bottles.  The grant requires a small amount of matching funds, and the City will put up a local match of $13,349.
  • Resolution No. 2018-80 to award the bid in the amount of $2,889,019.35 for Eva Road Bridge to the lowest responsible bidder, Manning Construction, LLC.  The only other bidder was Carcel & G Construction, which submitted a substantially higher bid of $4,283,145.82.
  • An ordinance to annex 950 County Road 702, owned by Nicholas Goble, into the city limits of Cullman as an R-2 Residential District.

Community events

The council approved:

  • a request from Michael Sapp and Ron Pierce of the Cullman Downtown Merchants Association for a special event permit to hold a downtown festival from 5 p.m. until 9 p.m. on Sept. 14, 2018. There will be a display of new cars from local dealerships, live music from the Overtones and He and She, free kids’ rides and bounce houses.
  • a request from Andrew Heptinstall of Temple Baptist Church for a special event permit to hold a free family movie night in Depot Park from 7 p.m. until 9 p.m. on Sept. 29, 2018 to show either “Trolls” or “Incredibles 2.”
  • a request from Stephanie Wood of the Cullman County Human Trafficking Task Force for a special event permit to hold a second annual Human Trafficking Awareness March on the sidewalks around Cullman County Courthouse from 8 a.m. until 11 a.m. on Oct. 20, 2018.  The walk will go from the courthouse up to Arnold Street, then south down First Avenue back to the courthouse for an outreach event in the courthouse parking lot.

The Cullman City Council meets at 7 p.m. on the second and fourth Monday evenings of each month in the Cullman City Hall Auditorium.  The public is invited to attend.
