Cullman City Council awards multiple bids, approves several items; allocates more than $5 million

CULLMAN – The City of Cullman approved some high-dollar items at last night’s city council meeting. Chief among them were the awarding of bids for the Downtown Streetscape project and the new water and sewer facility on Eva Road.

Resolution no. 2017 – 14 was adopted unanimously and awarded the bid for the Downtown Streetscape project, on Highway 31 from Fifth Street to Seventh Street South to Carcel & G Construction, LLC, in the budgeted amount of $418,558.

The council also adopted resolution no. 2017 – 15, awarding the bid for the construction of the new Cullman City Water/Wastewater Department facility on Eva Road to Lee Builders, Inc., in the budgeted amount not to exceed $3,105,412. Designed by Goodwyn, Mills & Cawood of Birmingham, the new 28,000-plus-square-foot structure will consist of three buildings housing administrative offices, a maintenance shop and truck bays.

There were no reports from standing committees; however, Councilman Johnny Cook did take the opportunity to thank all of the city employees who organized the swearing-in ceremony and reception for the new mayor and council on Nov. 7.

Mayor Woody Jacobs reported, “It’s only been a week, but all is well.”

A public hearing was held on ordinance no. 2017-01 to rezone certain parcels of property owned by the Industrial Board of the City of Cullman located on County Road 469 from M1-P Manufacturing District to AG-1 Agricultural District. There was no one present to speak against the rezoning.

Additionally, three public hearings were set for Dec. 19 at 7 p.m. (The council voted to change the date of its last meeting of the year from Dec. 27 to Dec. 19.)

  1. A request to vacate and surplus an alley at 1299 10th Street SE
  2. A request to vacate and surplus a portion of Short Street SE
  3. A request to rezone a vacant lot beside Spirit Life Church of God from R-1 Residential to B-2 Business District

The following requests were approved unanimously:

  1. A request from Sanitation Superintendent Larry Jones to purchase on the NJPA bid list a brush truck from Ingram Equipment and a sweeper from Sansom Equipment in the budgeted amount of $378,000.
  2. A request from Police Chief Kenny Culpepper to purchase on the state bid list four 2016 Chevrolet Tahoes from Donohoo Chevrolet in the budgeted amount of $134,384.
  3. A request from Wastewater Treatment Plant (WWTP) Superintendent Jeff Adams to purchase two Flygt Mixers from Jim House & Associates in the budgeted amount of $13,150.
  4. A request from WWTP Superintendent Jeff Adams to purchase a submersible and explosion-proof brake motor from Vulcan Industries in the budgeted amount of $17,600.
  5. A request from Information Technology Director Daniel Hunt to purchase on the state bid list computers for all City departments from Dell in the budgeted amount of $47,000.
  6. A request from Information Technology Director Daniel Hunt to purchase on the state bid list software for all City departments from SHI in the budgeted amount of $11,500.                                 
  7. A request from Information Technology Director Daniel Hunt to purchase on the state bid list a digital repeater radio system for Cullman Fire Rescue from Motorola and Sharp Communications in the budgeted amount of $150,000.
  8. A request from Cullman City Parks and Recreation Director Nathan Anderson to purchase on the U.S. Communities bid list various playground equipment for Ingle Park from KOMPAN, Inc. in the budgeted amount of $108,000.
  9. A request from Bill McCartney of the Red Door Café for a special event permit to hold the Santa Paws Parade near the Red Door Café on Saturday, Dec. 10 starting at 9 a.m.
  10. A request from Donna and Mel Leigeber of 612 First Avenue SE for a special event permit to hold a Christmas Open House for Donna’s retirement on Saturday, Dec. 10 from 6 p.m. until 10 p.m.

Two additional bids were awarded:

  1. Resolution no. 2017 – 16 awarded the bid for one or more heavy duty trailers to Better Built Trailers, Inc., in the budgeted amount not to exceed $13,225 per trailer.
  2. Resolution no. 2017 – 17 awarded the bid for one or more heavy equipment trailers to Econoline Trailers, Inc., in the budgeted amount not to exceed $13,405 per trailer.

Lastly, the following resolutions and ordinances were passed:

  1. Resolution no. 2017 – 19 – To renegotiate the professional engineering contract with Lathan Associates Architects PC related to the new Street Facility on Mitchell Road in the budgeted amount not to exceed $190,000.
  2. Resolution No. 2017 – 20 – To renegotiate the professional engineering contract with Goodwyn, Mills & Cawood related to the new Cullman City Water/Wastewater Department facility on Eva Road in the budgeted amount not to exceed $220,000.
  3. Resolution No. 2017 – 21 – To renegotiate the professional engineering contract with Goodwyn, Mills & Cawood related to the new Fire Station No. 3 near Highway 157 in the budgeted amount not to exceed $340,000.
  4. Ordinance No. 2017 – 01 – To rezone certain parcels of property owned by the Industrial Board of the City of Cullman located on County Road 469 from M1-P Manufacturing District to AG-1 Agricultural District.
  5. Ordinance No. 2017 – 03 – To amend the Code of Ordinances and update the section related to calling special meetings. Notices of special-called meetings will now go out 24 hours in advance instead of 48.
  6. Ordinance No. 2017 – 04 – To annex the property owned by Dennis and Cynthia Goff located at 119 County Road 701 into the city limits of Cullman as R-1 Residential District. The Planning Commission approved this annexation.

The Cullman City Council will meet next on Monday, Nov. 28 at 7 p.m. at Cullman City Hall. The public is welcome to attend.
