Cullman City Council celebrates police promotions, commits funds to library

CULLMAN, Ala. – The Cullman City Council on Monday evening recognized four promotions by the Cullman Police Department. Chief Joey Duncan and Patrol Major John Mahler presented certificates to new Lieutenant Trey Higginbotham and new Sergeants Jonathan England, Zane Pounders and Rob Long.

The council also approved a letter of support and $350,000 in funding for the main branch of the Cullman County Public Library System , with the same amount coming from the Cullman County Commission as matching funds for a grant for which the library applied. According to Council President Jenny Folsom the grant, if received, will provide “much needed repair and improvements” to the library.

Mayor Woody Jacobs said of CCPLS Director Amber Thornton, who attended Monday’s meeting, “She has very methodically gone through the steps of making things like this happen in a positive way . . . I think she’s going to pull this off. I really do.” 

The council also approved resolutions to:

  • Enter into an agreement with the Alabama Department of Transportation to maintain a sidewalk along Alabama Highway 157 near the coming Chick-fil-A
  • Award the bid for full reclamation on Graham Street to Chilton Contractors, Inc., the lowest responsible bidder, in the amount of $218,195.65
  • Award the bid for demolition of a derelict structure located at 1509 Bower Dr. SE to Michael’s Tree Service, the lowest responsible bidder, in the amount of $18,750
  • Award the bid for water materials for the 4th Avenue Southwest project to Ferguson Waterworks, the lowest responsible bidder, in the amount of $113,337.75
  • Award the bid for a track type crawler carrier to Cowin Equipment Company, Inc., the lowest responsible bidder, in the amount of $149,233

The council gave first readings to an ordinance to annex the property of Darryl Howard on Sharpton Road between Alabama Highway 157 and Lake Catoma as a high-density residential district, and an ordinance to annex property of N31, LLC located on U.S. Highway 31 North in the Noble Ridge area near Alabama Highway 157 as a high-density residential district. No action was taken on the first readings, and the council can vote on the annexations at its next meeting.

The council also voted to appoint:

  • Jason Fowler and Edgar Veigl to the Tree Commission
  • Parla Walker to the CCCDD Commission

The Cullman City Council meets on the second and fourth Mondays of every month at 7 p.m. in the city hall auditorium. The public is invited to attend.
