CULLMAN, Ala. – The Cullman City Council at its meeting Monday night held a public hearing regarding changes to the City’s zoning ordinance.
Cullman City Attorney Luke Satterfield spoke in favor of the modification, Ordinance no. 2023-29, during the hearing. “We want to get our zoning ordinance in line with the alcohol ordinance; they were written decades apart. It also modifies the non-residential usage table and adds some clarity and conformity with the state law to the definition of manufacturer,” Satterfield stated. “It also addresses animated and moving signs or billboards.”
Council President Jenny Folsom clarified, “That’s what it’s amending, that zoning ordinances will conform with mainly with state ordinances and make some definitions of things that were not defined in the past.”
The city council will vote on Ordinance no. 2023-29 at the next council meeting.
Cullman Mayor Woody Jacobs said he was glad to report that a section of Arnold Street was open in time for school starting back. “Our City guys have been working really hard to get that completed,” he stated.
The following public hearings were set:
- Aug. 14, 2023, at 7 p.m. for Ordinance No. 2023-33 to rezone Alumni Properties of Alabama, LLC property located at Cherokee Avenue and Swafford Road Southwest from B-1 to B-2
- Aug. 14, 2023, at 7 p.m. for Ordinance No. 2023-34 to rezone GCR Development, LLC property located at U.S. Highway 31 and Alabama Highway 157 from B-3 and M-1 to R-4
The following special event requests were approved:

The following resolutions were passed:
- Resolution No. 2023-61 to apply for state and federal matching funds for airport improvement projects for fiscal year 2024
- Resolution No. 2023-62 to enter into agreement with ALDOT for storm drain maintenance at Highway 69 and Swafford Road
- Resolution No. 2023-63 to award the bid for landscaping and irrigation at Depot Park to Bright Landscapes, LLC, the lowest responsible bidder, in the amount of $89,718
- Resolution No. 2023-64 to apply for a USDOT grant to replace the St. Bernard bridge and to widen U.S. Highway 278 from Alabama Highway 69 from Fourth Avenue with MPDG (Multimodal Project Discretionary Grant) Opportunity Funds
- Resolution No. 2023-65 to award the bid for the ADECA Recreational Trails Program (RTP) for trail lighting at the Palomino RV Resort Trail to K&M Electrical Contractors, LLC, the lowest responsible bidder, in the amount of $45,900
The following first readings of ordinances were held:
- First Reading of Ordinance No. 2023-29 to amend, modify or delete portions of the City of Cullman Zoning ordinance, which received a favorable recommendation from the City of Cullman Alcohol Review Committee
- First Reading of Ordinance No. 2023-30 to amend, modify or delete the definitions City of Cullman Alcohol Ordinance, which received a favorable recommendation from the City of Cullman Alcohol Review Committee
- First Reading of Ordinance No. 2023-31 to annex the Tekulve property at 595 County Road 1413 as R-1 Residential District
- First Reading of Ordinance No. 2023-31 to annex Cullman Regional Medical Center property located 5788 Alabama Highway 157 as B-2 Business District
The next city council meeting will be held Monday, Aug. 21, at 7 p.m.
