CULLMAN, Ala. – One man is dead and another charged with murder following a shooting at the Cullman City Parking Deck early Sunday morning, May 21, 2023.

According to the Cullman Police Department, officers responded to a call about a shooting at approximately 2:40 a.m. and located Roberto Juarez Ramos, 23, of Blountsville, dead at the scene.

Police Chief David Nassetta said the first patrolman arrived at the scene within two minutes of the call.

He said there were eight to 10 witnesses at the parking deck who were able to positively identify the shooter, Christopher Dean Eugene Brown, 20, of Empire, Alabama. Nassetta said the witnesses cooperated with the police and helped locate Brown. He said law enforcement used a combination of traditional tactics and technical assistance.

“The Cullman Police Department would like to thank Walker County Sheriff’s Office for locating and apprehending Brown and also Sumiton PD for their assistance. We would also like to thank the Cullman County District Attorney, Champ Crocker and Cullman County Circuit Clerk, Lisa McSwain for assisting us in securing a warrant so quickly,” the CPD said in a post on its Facebook page Sunday morning, shortly before 10:30.

Brown has been charged with murder.

The cameras in the Cullman City Parking Deck captured the incident. “Even though we cannot be there all the time, we at least have a pretty good record of what goes on there,” Nassetta stated.

Nassetta acknowledged the parking deck has been an area of concern among business owners in the area.

“We’ve already had some complaints from business owners about the crowd that was hanging out at the parking deck,” he said. “We had already started about two weeks ago to try and run people off. Our patrolmen had run off people three times prior to that happening that night. Over the course of Saturday night, they had been through there and they had run off like three groups at three different times. We had already been in the process of trying to keep people from just hanging out there.”

Nassetta said the shooting investigation is ongoing.

Brown is currently being held at the Cullman County Detention Center without bond.
