Cullman Council passes 10-year tax abatement for Rusken Packaging; new water, wastewater repair and service fees set

CULLMAN, Ala. – The Cullman City Council on Monday evening granted a 10-year tax abatement extension to Rusken Packaging “of all state and local noneducational ad valorem taxes and all construction related transaction taxes, except those construction related transaction taxes levied for educational purposes or for capital improvements for education.” The company is expected to make a capital investment of $7.8 million in a facility expansion.

The council voted to award the bid for traffic signal installation on First Avenue Southeast and Second Street Southeast to Shoals Electric Company, Inc., in an amount not to exceed $199,989. Muscle Shoals-based Shoals Electric was the lower of two bidders; Temple Electric Company, Inc. of Gadsden submitted a bid of $235,000.

The council also passed two ordinances governing water and wastewater connection, reconnection and repair rates in the city system. The Water Department fees are as follows:

  1. a) Reconnection Fee $ 35 
  2. b) Reconnection Fees (After Hours) $ 60
  3. c) Lock Replacement Fee $ 75
  4. d) Replace Check Valve $ 100
  5. e) Replace Curb Stop $ 150
  6. f) Locate Service Line $ 500
  7. g) Raise or Lower Meter $ 500
  8. h) Unauthorized Water Use $ 500 plus cost of repair materials 
  9. i) Damaged Service $ 500 plus cost of repair materials 
  10. j) 3/4” Meter Installation with Box and Lid $ 800 
  11. k) 1” Meter Installation with Box and Lid $ 1,000
  12. l) 2” Vault Installation $ 2,500 minimum 
  13. m) 2” Meter Installation $ 3,500 minimum 
  14. n) Fire Taps Fees will be determined on a case by case basis. 

 

The wastewater fees are as follows: 

  1. a) Cleanout Cap Repair $ 30 
  2. b) Repair Manhole Ring and Lid $ 500
  3. c) Unauthorized Sewer Use $ 500 plus cost of repair materials 
  4. d) Damaged Service $ 500 plus cost of repair materials 
  5. e) 2” Pressure Tap $ 720 
  6. f) 4” Sewer Tap $ 720
  7. g) 4” Pressure Tap $ 720 
  8. h) 6” Sewer Tap $ 3,250
  9. i) 6” Pressure Tap $ 3,250
  10. j) 8” Sewer Tap $ 5,520
  11. k) 8” Pressure Tap $ 5,520
  12. l) 4” Relocate Sewer Service $ 1,440
  13. m) 6” Relocate Sewer Service $ 6,500
  14. n) 8” Relocate Sewer Service $ 11,040

 

The Cullman County Human Trafficking Task Force made a presentation to the council about Human Trafficking Awareness Month coming up in January, and the council voted to approve a City proclamation recognizing the awareness event in the city of Cullman.

The council also approved the 2020 Severe Weather Preparedness Tax Holiday from Friday, Feb. 21, 2020 through Sunday, Feb. 23, 2020, and an event permit for the Cullman County Bicentennial Committee to hold its Bicentennial Extravaganza on Saturday, Dec. 14.

The Cullman City Council meets on the second and fourth Mondays of each month at 7 p.m. in the Cullman City Hall auditorium. The public is invited to attend.
