Marchman, Watson sworn in for new terms

CULLMAN –  In a special ceremony before Wednesday morning’s meeting of the Cullman County Commission, newly-reelected Associate Commissioners Garry Marchman (Place 2) and Kerry Watson (Place 1) were sworn in for their new terms, with Cullman County Circuit Judge Gregory Nicholas administering the oaths of office.

Chairman Kenneth Walker said of both associate commissioners being elected for second terms, “History was made today in Cullman County. I’m excited. We’ve got a lot of things we are looking at for the future. We are going to keep moving Cullman County forward. 

Commission meeting

To begin the meeting, Carolyn Shannon addressed the commission regarding concerns about the CARTS (Cullman Area Rural Transportation System) program. Shannon, a CARTS employee, asked the commission to examine the CARTS policy for dropping off seniors and individuals with disabilities for appointments. 

Marchman responded, “I hope that this if this is a problem, that we do correct it and address it. I thank you for coming forward.”

In new business, the commission:

  • Set the day and time for commission meetings as the second and fourth Tuesdays of each month at 10 a.m.
  • Passed Resolution 2019-03- authorizing Walker to sign the formal amendment adding County Road 1188 to FY16 CDBG Project (CY-CM-PF-16-002)
  • Passed Resolution 2019-04- Rejecting the higher than anticipated bids the county received for the resurfacing County Rd 1188 and authorizing you to purchase the materials needed for the county to resurface County Road 1188. 
  • Approved revisions to the Cullman County Employee Handbook, approved Feb. 23, 2016. 
  • Authorized Walker to reappoint Jerry Smith to the Department of Human Resources Board for a term expiring 5-5-2024
  • Authorized Walker to appoint Josh O’Neal to the Cullman Area Mental Health Authority, replacing Greg Johnson, for a term ending 4-1-2023. 
  • Authorized Walker to appoint Jeff McGukin to the Solid Waste Authority Board, replacing Tom Beason, for a term to expire 11-20-21.
  • Authorized payment of property, auto and inland marine insurance the Traveler’s Insurance for a period of 12-1-18 through 12-1-19- Premium $449,367
  • Authorized the signing of FY-18 State Homeland Security Grant (8FIL) for State Mortuary Operations Team Training- $9,524. 40; Authorized the signing of FY-18 State Homeland Security Grant (8ICC) for Strategic Technology Reserve (STR) Cash A equipment and maintenance- $5,000; Authorized the signing of FY-18 State Homeland Security Grant (8LOC) for Security Enhancement for Water Department/CCEMA building- $37,608 (See more at www.cullmantribune.com/articles/2018/11/03/alabama-receiving-nearly-4m-homeland-security-grants-cullman-co-receiving-52k)
  • Authorized the signing of the ADPH grant in the amount of $20,000 for State Mortuary Team Training & Equipment 
  • Shelved the authorization of payment of the NARCOG dues, RPO and Aging Match for FY-2019 -Total $56,299. Marchman expressed the desire to have time to look over issues including the new vendor who has recently contracted to provide senior meal services. 
  • Authorized the payment to the Examiners of Public Accounts for audit services in the amount of $14,086
  • Approved the purchase of server software upgrade from C Spire to be paid by reappraisal- $16,811.70
  • Approved the replacement of flooring at the Colony Senior Center at a cost not to exceed $8,000
  • Authorized the expenditure of an additional $75,639 for CARTS to purchase one minivan and four 25-passenger buses 
  • Approved the surplus of the following equipment from the road department and signing of a contract agreement to sell the equipment via GovPlanet: 2008 John Deere motor grader (previous approved for sale to Winston Co.); 2008 John Deere motor grader; 2008 International dump truck; Komatsu wheel loader
  • Approved the purchase of the following equipment from the ACCA Heavy Equipment Joint Bid Program: Lowboy Tractor from Nextran Truck Center for $110,384: (6) Kenworth dump chassis from Kentworth Of Montgomery (Truckworx) for $120,471/each; (6) Ox Body dump beds from Childersburg Truck Services for $21,423 
  • Authorized Walker and County Attorney Chad Floyd to execute the necessary documents to enter into a master lease purchase agreement with City National Capital Finance, Inc. to fund the lease of the two Volvo excavators 
  • Awarded the bid for HVAC for the jail/sheriff’s office building to H&H Heating & Cooling 
  • Awarded the bid for new roof at 2051 Beech Ave, (Old Water Department Bldg.) to Willoughby Roofing and Sheet Metal
  • Awarded Bid No. 1294, for traffic striping, to JC Cheek Contractors

The next commission meeting will be Nov. 27, 2018 at 10 a.m. following an 8:30 a.m. work session.
