Altoona man arrested after undercover operation in Cullman

CULLMAN –  Altoona resident Russell Howard Rich, 44, was arrested in Cullman on Dec. 22 after he allegedly sold drugs to officers in an undercover operation. Rich was arrested by the Cullman Police Department (CPD) for unlawful distribution of a controlled substance.

CPD Narcotics Investigators Justin Craft and Chris Thomason conducted the operation, during which Rich allegedly sold the officers methamphetamine as well as fentanyl patches.

“A fentanyl patch is a very strong narcotic opioid pain medication used for managing severe chronic pain. Fentanyl patches are only for use when continuous, around-the-clock treatment is needed for a long period of time,” CPD Capt. Becky Boyd said in a statement. “When fentanyl patches are abused it can be deadly and this has happened in Cullman.”

Rich’s bond was set at $30,000 (property). He has posted bond.
